Mogadishu, Thursday, 20 November 2025 — The Council of Ministers of the Federal Government of Somalia, in its weekly cabinet meeting held today (20th November, 2025), approved several laws and important treaties.
The Council of Ministers approved the following:
A Memorandum of Understanding between the Governments of Somalia and Rwanda, concerning general bilateral cooperation between the two countries.
The Draft Law Prohibiting Female Genital Mutilation (FGM), aimed at protecting the rights of women and preventing abuses committed against them.
The National Strategy on Women, Peace, and Security, which forms part of the DanQaran Government’s efforts to enhance women’s participation in national development.
The Treaty of the International Mobile Satellite Organization, enabling Somalia to join the countries benefiting from satellite services and research.
The National Ports Strategy.
The meeting, chaired by the Prime Minister of the Federal Government of Somalia, H.E. Hamza Abdi Barre, also featured presentations of various reports related to national security, the Somali Justice Sector Conference, and issues concerning drought response.
The Chairman of the Somali Disaster Management Agency (SoDMA), Hon.Mahmoud Maallin Abdulle, presented a report to the Cabinet detailing ongoing emergency response efforts and plans to address the drought, noting that 4.4 million people are in need of assistance.
The Prime Minister instructed all relevant government agencies to respond urgently and deliver relief to the Somali citizens affected by the drought.
