The National Consultative Council (NCC) of the Federal Republic of Somalia convened today in Mogadishu chaired by the President of the Federal Republic of Somalia, H.E. Dr. Hasan Sheekh Mahamud, where issues related to national sovereignty, unity, security, and the future of the country were discussed.
The meeting was attended by the Prime Minister of the Federal Government of Somalia, H.E. Hamza Abdi Barre, the Deputy Prime Minister, H.E. Salah Ahmed Jama, the President of Southwest State, H.E. Abdiaziz Hassan Mohamed, the President of Galmudug State, H.E. Axmed Abdi Kariye, the President of Hirshabelle State, H.E. Ali Abdullahi Husein the President of Northeast State, H.E. Abdulkadir Ahmed Aw-Ali and the Governor of Banadir Region and Mayor of Mogadishu, H.E. Hassan Mohamed Hussein.
Meeting Resolutions
- The President of the Federal Republic of Somalia provided a comprehensive briefing on developments related to the defense of national sovereignty, unity, and security, emphasizing the importance of collective national responsibility among all state institutions and the Somali people to confront threats that undermine the sovereignty of the country.
- The Council reaffirmed Somalia’s firm and principled position in safeguarding its sovereignty and territorial integrity in full accordance with the Provisional Constitution of the Federal Republic of Somalia , the Charter of the United Nations and the Constitutive Act of the African Union.
- The Council strongly condemned and rejected any illegal attempts or unilateral actions by Israel aimed at interfering in Somali internal affairs or establishing any presence in parts of Somalia’s northeastern regions. Such actions were described as a direct violation of Somalia’s sovereignty and unity particularly concerning areas including regional security, the Gulf of Aden, and the Red Sea corridor.
- The Council called upon all Somali citizens to uphold national unity, vigilance, solidarity and to resist any actions or propaganda that threaten the national cohesion, stability, and statehood.
- The Council welcomed the successful conclusion of the historic local council elections held in the Banadir Region on 25th December 2025 describing them as a milestone in political development, democratic governance, and the orderly participation of Somali citizens.
- The Council underscored the importance of accelerating the completion of local council elections across the Federal Member States, noting that these elections form the foundation of democratic governance, decentralization, and public participation.
- The Council agreed to enhance coordination and cooperation in combating extremism and terrorism, recognizing the importance of safeguarding national security, peace, and the well-being of Somali citizens.
- The Council welcomed the achievements by the National Armed Forces in defending the country and maintaining stability, particularly commending the ongoing “Silent Sword Operation” being carried out in the Lower Shabelle region.
- The Council expressed deep concern over the natural disasters affecting parts of the country including droughts and other hazards as well as their severe humanitarian impacts on.
- The Council emphasized that addressing natural disasters is a shared national responsibility, reaffirming the commitment of the Federal Government of Somalia to strengthen preparedness, early warning systems, disaster response capacity, and climate resilience.
- The Council called upon the international community, humanitarian organizations, and Somali partners to intensify support for efforts aimed at mitigating the suffering of affected populations and strengthening long-term resilience.
- Finally, the Council reiterated its strong commitment to cooperation with neighboring countries, regional organization and international partners to promote peace, stability, and sustainable development in the Federal Republic of Somalia, while firmly rejecting any external interference that undermines Somalia’s sovereignty and territorial integrity.
