Ra’iisul Wasaare Ku-xigeenka Mudane Jibril

Hon. Jibril Abdirashid Haji Abdi is a highly respected Somali statesman, seasoned legislator, and

reform-driven public administrator with over 15 years of dedicated service to the Federal Republic of

Somalia. His distinguished career spans senior leadership roles in government, including his current

position as Deputy Prime Minister, and prior appointments as Minister of Defence, Minister of

Commerce and Industry, and a long-standing Member of the Somali Parliament.

Widely recognized for his unwavering integrity, principled leadership, and strategic vision, Hon. Jibril has

been at the forefront of Somalia’s post-conflict recovery and institutional rebuilding. His tenure in public

office has been marked by transformative contributions to national defence policy, public financial

management, trade and industry development, and legal reform. As Deputy Prime Minister, he plays a

central role in coordinating cross-ministerial priorities, steering high-level national policy implementation,

and fostering cooperative relations between the federal government, regional member states, and

international partners.

He has led major initiatives on security sector reform, economic revitalization, anti-corruption, and

inclusive governance—advancing national priorities aligned with Somalia’s Vision 2060 and international

development frameworks. Hon. Jibril is also frequently delegated to act on behalf of the Prime Minister,

particularly during diplomatic engagements and high-stakes negotiations, underscoring his stature

within Somalia’s executive leadership.

A firm believer in ethical governance, he has consistently championed transparency, accountability, and

the rule of law across all levels of public service. His leadership has strengthened civil-military relations,

promoted gender mainstreaming in government, and elevated Somalia’s presence in regional and global

forums. As Minister of Defence, he institutionalized human rights compliance within the armed forces

and enhanced operational coordination with international security partners. As Minister of Commerce,

he revitalized investment frameworks and helped steer Somalia toward greater integration into regional

and global trade systems.

Academically, Hon. Jibril holds a Bachelor’s degree in Economics, multiple professional diplomas in

Public Financial Management and Managerial Accounting, and is currently pursuing a Master’s degree in

International Law and Human Rights. He is fluent in Somali and English, with working proficiency in

Arabic and Swahili.

Beyond governance, he is deeply committed to youth empowerment, cultural heritage, and

peacebuilding. He regularly participates in regional seminars, policy forums, and intergovernmental

initiatives aimed at promoting good governance, sustainable development, and durable peace in the

Horn of Africa.
