Kamal Gutale serves as the current Permanent Secretary for the Office of the Prime Minister of the Federal Government of Somalia, bringing over 15 years of extensive experience in government and international organizations. As Permanent Secretary, he oversees the administrative and operational functions of the Prime Minister’s Office, ensuring the effective implementation of national policies and programs. He chairs several key subcommittees, including the Director Generals Forum, the National Transformation Plan, the National Trade Facilitation Committee, the Maritime Coordination Committee, the Climate and Food Security Working Group, and the Returnee and Reintegration Committee. His leadership in these roles reflects his dedication to fostering cross-sectoral coordination and driving Somalia’s development agenda. Gutale’s contributions span a diverse and impactful career. During his tenure as Deputy National Security Advisor, he played a central role in security sector development. He was a staunch advocate for lifting the arms embargo on Somalia, worked extensively to enhance the capabilities of national forces, and led efforts to ensure Somali security forces were prepared to assume responsibilities from ATMIS while liberating the country from extremist groups. His work with the International Development Law Organization (IDLO) in 2011 and 2012 focused on supporting Somalia’s provisional constitution-making process. He was instrumental in facilitating the adoption process through the Constituent Assembly and fostering consultations among key stakeholders, laying the foundation for the country’s constitutional governance. With the Intergovernmental Authority on Development (IGAD) and Finn Church Aid, Gutale contributed significantly to the reconciliation and formation process of Galmudug State of Somalia. He worked on drafting the region’s constitution, supporting parliamentary formation, and fostering reconciliation among diverse groups to ensure a sustainable political settlement. Gutale also collaborated with the Forum of Federations to establish the foundations of federal governance in Somalia. He worked to improve intergovernmental relations between the central government and regional administrations, fostering cooperative frameworks to strengthen the federal system. As Chief of Staff to the President of Somalia, Gutale provided strategic guidance on governance, policy implementation, and institutional development. He has consistently demonstrated a commitment to fostering democracy, advancing federalism, and promoting the principles of a developmental state. Gutale holds a Bachelor’s Degree in Management Information Systems from the International University of Africa and a Master’s in Business Administration from the Graduate School of Business at the University of Malaya. His robust background in national security, governance, and strategic planning positions him as a leading figure in shaping Somalia’s future and contributing to national, regional and global governance frameworks.
