Biography

Mohamed Abukar Zubeyr is currently the Permanent Secretary at the Office of Somalia Prime Minister. He also served as the Director General at the Ministry of Constitutional Affairs of the Federal Republic of Somalia, co-lead of the New Partnership Agreement, Pillar Working Group one (PWG 1) formerly known as New Deal Compact, Peace and State Building Goal One (PSG 1) on Inclusive Politics (i.e. State Formation/Federalism, Constitution & Elections) as well as chair of PWG 1 – SWG2 on Constitution.

Mr. Zubeyr has over 12 years of experience in the areas of education, trade unions, management, private/public institutional development, and research.
Mr. Zubeyr holds Master Degree in Management from the International Islamic University Malaysia (IIUM) Graduate School of Management (GSM). He worked for 6 years as a lecturer, as well as Deputy Director for research and publications, and then as Public Relations Director at SIMAD University in Mogadishu, Somalia. He also was the Chairperson of the Federation of Somali Trade Unions (FESTU) for one year. He worked for Somali Bank for Reconstruction and Development (SBRD) as an advisor to the Planning and Research Department Director. He served at the Ministry of Justice and Constitutional Affairs as the Director of Planning and Institutional Development.
Mr. Zubeyr had attended, participated, and been actively involved in a number of local and international programs, seminars/workshops and conferences in different capacities including but not limited to the 2019 High-Level Guest Program of the Federal Republic of Germany on the theme of “Building the Federalist State” and most recently the International Visitor Leadership Program (IVLP) on a Global Moment in Time: Reflections on Diversity, Equity, Inclusion and Accessibility in the United States of America.
