PILLAR 1: LIBERATION AND SECURITY ARCHITECTURE
A Core priority area for the Government of Prime Minister Hamse Abdi Barre is the liberation of the territories currently under the influence of extremist groups and ensuring a safe and stable Somalia that is in lasting peace.
As security is the cornerstone for life, without which no development can be achieved, securing the country is the government’s main priority, forming the basis for which Ministries and Security Agencies will be held accountable. Considering all the efforts that have been achieved so far, we will devise mechanisms through which a safe and stable country, free from the vestiges of terrorism, violence, and oppression, is completed.
The government’s goal is to ascertain a country where every citizen is free from fear and anything threatening their life, wealth, dignity, rights, and freedom. Everyone exercises and enjoys equality before the law. In that same vein, the government will dutifully strive for the realization of stability and security throughout the country (at sea and on land, in rural and urban areas), such that the prevailing peace will uproot all forms of fear and oppression.
My government’s different ministries and agencies will deliver efficient and credible services leading the country to a beefed-up security transformation. The government will engender a performance culture and evaluate the progress we make in liberating and securing the country. Ministries, security agencies, and officers in charge of security operations will be instructed to develop a national security strategy with clear policy goals and effective implementation plans that guide the country’s security operations.
The security policy should aim to achieve stability, strengthen the national security forces, gather intelligence information to pacify security threats against the public, and launch security operations at the liberation areas where terrorists have a footprint.
The Security and liberation pillar is one of the core pillars of the Government agenda and the National Development Plan. This is the central pillar in guiding, coordinating, monitoring, ad evaluating the country’s liberation and stabilization plan. This Pillar also reinforces the reconstruction and institutional strengthening of security agencies at both levels of government (Federal and State) and will closely establish the structure of cooperation among the ministries, government agencies, and the international community.
The pillar further consolidates the oversight mechanisms of the ministries over subordinate government organs.

The government will work to make additional efforts to mobilize the various sectors of society. The leaders of different levels of government (Federal and State), civil society organizations, women, youth, and clergy must work together to implement the plan for re- liberation, security, and stabilization of the whole country.
The government is mindful that there are varying levels of insecurity throughout the country, which have occasioned diverse impacts across all regions. Therefore, we will emphasize building on the gains made in the areas that have enjoyed relative peace and work towards bringing calm to the less secure certain territories.
The government will prioritize earmarking sufficient fiscal financial resources for the liberation efforts to beef up security throughout the country. Moreover, the Government will implement plans to contain and subdue the enemy, which will eventually have an undercutting effect on their financing, movement, armaments, and border security.
The government will work with Somali religious scholars to raise public awareness in countering the misguided interpretations of the extremists’ sacred text, especially in matters about the security and stability of the country. This awareness raising will primarily focus on keeping the Somali youth informed, vigilant, and on the lookout for ideologies in contradiction with the stability and actions that can create an insecure atmosphere.
