Strategic Security Adviser

 

Background

The Prime Minister is mandated with implementing the vision of the President in his role as the leading member of the executive, making full use of all the available tools of the State. The Prime Minister provides strategic vision, innovation, organizational leadership to the Federal Government and directs both the day to day running of Government affairs and the strategic policy objectives – overseeing the Federal Government’s overall performance, Inter-Ministerial policies and strategic planning, reform, coordination and the monitoring/evaluation of the implementation of objectives, policies and programs by the Federal Government’s institutions.

Based on the goals and principles of the national development plan (NDP-9), the current government is tasked to deliver on the government agenda and the Four pillars as coordination mechanism for the implementation plan and resource mobilization.

The security sector pillar shares a vision with domestic and international partners of an inclusive, sustainable and fitting national security structure. Somalia is threatened by interconnected internal and international terrorism networks, which manifest as internal insurgency. The security and rule of law pillar is guided by and is expected to contribute on the other security frameworks like the Security Pact which in turn leads to Security Sector Reform (SSR).

Activities / Key Results Expected

Under the supervision and guidance of —– Office of the Prime Minister, and the Security and Justice Pillar Coordinator, the strategic security advisor will assist the Pillar, Permanent Sectary, the State Minister, the Deputy Prime Minister and the Prime Minister in enhancing strategic planning, coordination, institutional reform management and monitoring/evaluating key policy initiatives that relates to national security and pillar. The advisor shall also provide high quality, timely advice/analysis and coordination support on policy, programmatic engagement and monitoring across the FGS with a focus on delivering the government agenda on security sector in line with the Pillars objective and NDP-9 goals.

Deliverables

The strategic security advisor is expected to do the following tasks

  1. Prepare comprehensive security analysis on the current security developments.
  2. Brief the pillar coordinator and Permanent Secretary on the progresses in the security sector.
  3. Interact with the other key partners in the security sector to fulfill the pillar goals.
  4. Conduct stakeholder interviews to determine the present state of the Security processes, evaluating their progressive.
  5. Conduct training and case analyzing skills for the security officers.
  6. Contribute in preparing annual security work plan including professional training for all aspects of security and makes assessment on training needs.

Competencies

  1. Solid knowledge of Somalia security sector contexts
  2. Experience in research, policy formulation, project management and evaluation
  3. Able to demonstrate initiative and sense of responsibility

  5. Has leadership competencies, Strategic thinking, Analytical capacity, advocating a convincing, nurturing partnership
  6. Strong communication skills both oral and written
  7. Organized, responsive, able to work under pressure and output oriented
  8. Flexibility to manage a wide variety of tasks and adapt to changing priorities.

 

Required Skills and Experience

  1. Master’s degree in security studies, strategic studies, governance, or related fields
  2. At least 4 years of experience working as a professional in the security management, policy formulation and research is preferred.
  3. Fluency in Somali and English. Knowledge of other UN official languages is an advantage.
