Position Title: Technical Advisor for Monitoring and Evaluation PCVE-OPM

Location: Mogadishu, Somalia

A PCVE M&E officer holding responsibility for the OPM PCVE Coordination Unit’s project design, monitoring, and evaluation functions.

Responsibilities:

Responsible for the design, monitoring, and evaluation of the Office of the Prime Minister’s (OPM) PCVE Coordination Office’s mandated activities. The officer will support line ministries in developing PCVE programming or mainstream PCVE into relevant ministerial work by drawing on best practices for design, monitoring and evaluation in complex conflict contexts, adapting these for PCVE programming in Somalia by analyzing the context, identifying data collection methods, and evaluating project deliverables;

Realizes M&E activities, including development and implementation of M&E annual plans to track PCVE progress, results and impacts at local, state and federal levels of government;

Assists with design and monitoring of community engagement activities, ensuring data collection is inclusive;

Gathers information and data for use by the OPM PCVE Coordination Unit, line Ministries and counterparts, including international and national partners;

Regularly reviews and monitors progress against M&E log frame. Provides updates on progress, concerns, divergence and recommend corrective actions or measures to government line ministries and international partners;

Monitors and reports risks, conducts regular conflict analysis and updates the risk and conflict analysis matrix on a bi-annual basis;

Prepares quarterly reports with evidence-based information and results based on the annual work plan of the OPM PCVE office;

Facilitates knowledge building and sharing in DM&E at the Federal Government Somalia (FGS) and Federal Member State (FMS) levels, including targeting of key line ministries for training and capacity-building.

Education:Qualifications:

Bachelor’s Degree in Business Administration or equivalent in Social Sciences, International Relations, Political Science, Economics or any related field.

At least five years documented experience of strategic planning position with good recommendations;

At least 5 years of documented experience in monitoring and evaluation, particularly in the area of programs related to conflict prevention, conflict resolution and peacebuilding.

Experience in community-based work, including engaging marginalized and disadvantaged groups in the project design and evaluation.

Technical expertise/competencies:

Proven work experience in monitoring and evaluation is a requirement;

Experience in producing M&E guidelines, frameworks and tools;

Experience building and maintaining a reliable M&E database on the status of project implementation, delivery and evaluation;

Experience in peacebuilding and PCVE-related areas;

Experience in the usage of computers and office software packages (MS Office, web-based management information system, etc.) and advanced knowledge of spreadsheet and database packages;

Knowledge in development issues in general is desirable.

Language:

Fluent in written and spoken Somali and English.
