Call for Applications OPMTGP Positions

The Office of the Prime Minister, through the Transformational Governance Programme (TGP),

invites qualified Somali professionals to apply for a series of strategic advisory and technical

positions that will play a central role in advancing institutional reform, strengthening governance

systems, and supporting the delivery of the National Transformation Plan (NTP 2025–2029).

These positions form part of the Government’s commitment to build an effective, coordinated, and

accountable public administration capable of driving national development priorities.

TGP is a flagship governance initiative designed to enhance the performance of government

institutions, reinforce the centre-of-government functions, and improve policy coherence and

service delivery. As part of this effort, the OPM is seeking competent, experienced, and motivated

experts to join the programme across key thematic areas, including performance management,

legal reform, social development, digital governance, and public policy.

The following positions are now open for competitive recruitment. Detailed Terms of Reference

(ToRs) for each role are provided in the annexes.
